The least privileges for the SQL Monitor Base Monitor service account are shown here: https://documentation.red-gate.com/sm/adding-and-managing-monitored-servers/preparing-for-adding-monitored-servers/permissions-required-for-monitoring-servers which is log on as a service rights, full control over the logs and programdata (config) folder and depending on whether you are using SQL or Windows auth to connect to the data repository, db_owner on the RedGateMonitor database (for Windows auth).
If you also use the account to access the monitored entities it will need the permissions listed on this page as well https://documentation.red-gate.com/sm/adding-and-managing-monitored-servers/preparing-for-adding-monitored-servers/permissions-required-for-monitoring-servers (giving the option for both Administrator and specific permissions for connecting to the Windows host and sysadmin and the specific permissions for connecting to SQL if used for that as well).
I hope that helps, but do let us know if you have any other questions or concerns!
Kind regards,
Alex
