Turn Off SQL Prompt in Citrix

In our shop, multiple users run SSMS 2005 and 2008 from Citrix Terminal Servers. SQL Prompt performance can be very slow and we often turn it off. However, it does not stay off. Each person has to turn it off each time SSMS is started. Is there a way to turn off SQL Prompt for all users in this environment and allow the individual users to turn it on as needed?
