When connecting to the instance in SSMS are you selecting the option "Trust Server Certificate"? If not, then could you try checking that option then reconnecting and seeing if SQL Prompt will now load suggestions.
Failing that, would you mind uninstalling the current version of SQL Prompt and rolling back to the version listed below, as this would have been before any changes were made to SQL Prompt in preparation for SSMS 20:
