Have you run into issues with Microsoft SmartScreen blocking access to license a Redgate product?

I rolled out SQL Prompt to several users at my company. One user's Red-Gate login for license activation was blocked by SmartScreen. Any connection to http://localhost:22223 was blocked. I disabled SmartScreen and the activation was successful. I enabled SmartScreen again after activation of the product. Hopefully it will stay activated.
I know SmartScreen is something that Microsoft manages so I was curious if anyone else has seen this? Only 1 out of 5 users had this issue. Which is strange because it is a cloud service. I would have expected all of my users to experience the issue.
