Development Model for Source Control Setup

We have a team of 20 developer and only 5 have SQL Source Control License.  Should we be using Dedicated Database or Shared Database in Development model.  

We are using azure TFS.

You will require a license per developer when using SQL Source Control, sharing a development database doesn't translate to shared licenses.
