Error Linking Database to SVN - Connection Forcibly Closed

I have several databases linked to SVN and I'm able to see history, commit changes, etc. But when I try to link a database for the first time, I get

Error
Linking database to source control. Sending files to source control server.
Commit failed: Error running context: An existing connection was forcibly closed by the remote host. Error running context: An existing connection was forcibly closed by the remote host.

I created an empty repository in SVN. Then I connect to the server in Object Explorer. Select the database, right-click and choose Link database to source control... Then I choose "Link to my source control system" and click Next. Then I choose Subversion, paste in the URL, select "Shared database" and click link. I get the above error.

I had someone else in my office try it and he was able to connect and do an initial commit without error. We're both running SSMS 18.12.1 and Source Control 7.3.36 (we recently had to downgrade SQL Source Control because another server has a cluster).

After the file were initially committed by my coworker, I tried the steps again sans creating the repository. I get this error:

Error
Linking database to source control
Error running context: An existing connection was forcibly closed by the remote host.

Seems to be the same error, just a little less verbose. This error appears immediately whereas the first one took a second.

The database server is SQL Server 11.0.7001. I tried it with a database on our SQL Server 15 server and it was the same error.
