What happened to square brackets?

Qualifying identifiers with square brackets has been broken for at least three releases now.
My current build is 10.12.6.30951. Square brackets are no longer added with using 'Format' or Ctrl-K, Y, Ctrl-B, B still works though.
And yes, I have it enabled in 'Inserted code->Special characters'

Thank you for reaching out on the Redgate forums regarding your Square Bracket query
Can you confirm if Options > Format > Styles > Add/remove square brackets is enabled and set to Add brackets to all identifiers.
I'm testing in v10.13.0 with this enabled and Square Brackets are being added when using Format.
