Why wont the "Whats New" button Won't let me upgrade

I'm probably missing something obvious but in historically the "Download Latest Version" button has always been enabled and pointed me to the latest installer when a new version is out. How do I update to the latest version without this button?

Our licenses are in support until 2024 so it's not that.
