Alert notifications are only being sent after the event has ended

We are still tuning some of our alerting since we have just recently started using the product, but I have noticed in an event we had this morning that at least specific to "Availability group - database not healthy" alert, it only sent us the alert after the database became healthy again, not when it was raised. Is this intended behavior? It would seem as though we would want to know when it occurs, not after. I am unable to locate any setting that would indicate it only sends the notification after the event clears. Thanks.
