SQL Clone TDE Strategies

I've read Steve Jones's article from 2017 regarding using SQL Clone with TDE enabled databases.  The workaround was restoring the DEK to the target server prior to deploying the clone.  This is all well and good but that means that if we want developers to self serve Production data to any VM the DEK and DMK have to be shared.  The only work around to this that I can see is to decrypt and re-encrypt with a new set of DEK/DMK.  

I'm hoping that in the last 4 years there have been some improvements that would be better than this solution?

The article from Steve Jones is still the source of truth regarding SQL Clone with TDE enabled databases and there have been no changes.

Sorry, that's not the outcome you were hoping for!
