SSDT Login failed for user error

Using Sql Data Compare 14.3.3.16559 Professional

I am attempting to compare to a remote database in an Azure-hosted Sql Server VM.

I can connect to the database through SSMS over VPN.

SSDT, using SQL Server authentication and the exact same IP address and credentials as used in SSMS, produces the "Login failed for user" error.

Any thoughts would be greatly appreciated.
