Formatter (with ctrl+k,ctrl+f) to Create a Table of Contents?

Is there a way to use the auto formatter to setup a dynamic table of contents of sorts? I was thinking that someone the formatter would see different sections in the sql code surrounded by some type of identifier, then create a table of contents at the top with the line number and the name of that section.
