Connectivity not stable (Unreachable Cannot connect)to an instance -Getting ComException in the log

The monitor will stay connected for a while, then break in the WHI/Ping groups. The common message is: COMException The remote procedure call failed and did not execute. (0x800706BF)
Sometimes it will self resolve after a long period of time, or if I force a retry on the connection it usually will come back for a while. Repeat this cycle over and again.
Recent changes in our environment include some firewall items, but wouldn't that lead to NO connectivity as opposed to limited or intermittent?
