Support for DB CICD Pipeline

we are using two different environment like DEV and QA considering five iterations.
I need to deploy all iterations in DEV environment first.
Three iterations in QA environment. then sync DEV environment using QA environment.
Is this possible using flyway commands or steps possible for this scenario using flway only.
