SQL Source Control is disabled because selected in another SSMS window

I get the error message:
SQL Source Control is disabled for this database because it's selected in another SSMS window.
I only have the SQL Source Control tab open in SSMS and have verified that only one instance of ssms.exe is running. I have closed and restarted, selected the database I want to link and keep getting this message. If I select another database linked to the same source control server, it works fine. It only happens with this one database.
More information: The database in question was initally linked but was unlinked because we had to rename the TFS collection. The problem occurred when I went to link it back to the new collection.
Is there anything I can do to get to the Setup tab so I can re-link this database back to source control? I am also using SSMS 18.6 (just upgraded) so I don't know if that has anything to do with it.
I am using SQL Source Control 7.1.29.11028.
