String Literals and Suggestion Changes in Version 10. Bug or new feature?

I had installed version 10 and noticed this right away, so I reverted back to version 9.5.23.  Thinking this bug may have been fixed in version 10.0.3, I upgraded only to find that it hasn't changed from version 10.  So now I am wondering if this is a bug or a new feature?  Thanks!
