SQL prompt cannot be run or uninstalled after upgrade from windows 7 to 10

Yesterday I did an in-place upgrade from windows 7 to windows 10.
When firing up SSMS I get an error that SQL prompt cannot start correctly.
I cannot attempt an upgrade/reinstall from the SQL Prompt addin menu, because the addin has not correctly initialized.
I cannot uninstall SQL prompt from programs and features, because the installer claims it requires .net 4.7.2, but 4.7.2 is installed on the machine.
If I download the trial edition installer, SQL prompt 9.5 appears under my "installed tools" and is therefore greyed out, unable to be modified.
