Does upgrading SQL Monitor to 9.1.3 Requires a reboot ?

I tried to upgrade SQL monitor to 9.1.3 and it prompted for a reboot.
Did anyone have seen this issue?

I went on upgrading the Monitor by declining the reboot, Upgrade completed successfully.
Tried a reboot to clear all the anomalies, after a reboot had issues, so I have to uninstall the Web monitor and install again to make it work.

Please let me know if anyone encountered the same issue and any idea what caused this?

    I've never seen it ask for a reboot before no, and there isn't really anything in that release that would require it. Perhaps just something else installed using msiexec requiring a reboot that hadn't been done and it just popped the last installer used name.
