SQL Compare 14 Permissions for Decryption of Encrypted Objects

...suggests that objects can be decrypted (SQL 2008 and later) by a login with the VIEW SERVER STATE permission, yet this doesn't appear to be the case in practice. It doesn't make sense for the login performing the comparison to be a member of the 'sysadmin' server role and to be granted the VIEW SERVER STATE permission as the 'sysadmin' server role essentially has that permission implicitly.
Please could you clarify the requirement?
