Error trying to upgrade from v7 to v9

Install package wants to install webserver v.9 (it doesn't just upgrade v7?) and fails because it thinks port 8080 is not available. We have no firewall on this server. The Current SQL Monitor web server is using 8080. What is its issue here?

The upgrade for SQL Monitor is just uninstalling the old and reinstalling the new and then updating the RedGateMonitor schema version. The repository is where the configuration is kept so that is what is updated rather than other files.
This Help Center article under "Subsequent install" describes what is likely occurring here https://redgatesupport.zendesk.com/hc/en-us/articles/360015487234 and you should just need to stop the existing web service and then run the installer.
