It appears to me that the account specified to connect to the Oracle schema may not have the correct security permissions.
This help document explains the security permissions required. Although written for Schema Compare for Oracle (SCO), the Source Control for Oracle (SOCO) makes use of the same comparison engine used in SCO.
Also locate the SOCO log file, it may provide further information to what exactly has insufficient permissions. You will find the SOCO log files in this folder: C:\Users\<user name>\AppData\Local\Red Gate\Logs\Source Control for Oracle 5\
