How can allocated user not have an email?

I have sql source control 7 licenses that I manage. Most are allocated and registered to a user. I have a few that say that they are not logged in but were added recently and have no email address attached. What does this mean and what would happen if I remove that user under "currently allocated users" that doesn't have an email?

These are activations made by users who were not logged in with a Redgate ID (usually meaning that they've activated with older versions of the tools which didn't yet require the login).
If you remove a not logged in user, it won't affect any of the activated licenses, it just a way of freeing the entitlement up if needed.
