VSTS private pipeline - do I need a license?

Hi,
We use VSTS, with two private buildservers / pipelines. Both buildservers have Visual Studio 2017 Enterprise edition installed. Microsoft allow to install VS2017 on a buildserver without an additional license. I was wondering, can I install the Redgate tooling on those machines, without the need for a license?
The buildservers are used by multiple teams via four agents running the builds for the teams. Some team members have VS Enterprise, some have VS Professional, et cetera.
