I get this error every time I try to commit changes on a particular database.
1) How can I reset cached to get a clean base that allows me to commit changes?
2) Can you please fix the Source Control not to do this? This has been a recurring problem.

Can you please try the following steps:
1- upgrade to the latest version (6.2.3.7820) if not already
2- unlink the database in questions from SQL Source Control
3- clear the cache
%localappdata%\Red Gate\SQL Source Control 6\Caches
4- relink the database
