SQL Instance Unreachable

I have MS SQL 2012, and SQL 2016, not running on default port numbers, machines can be connected via WMI, but the Monitoring tool can not connect to the SQL Instance on these host machines.
Connection Timeout Expired. The timeout period elapsed while attempting to consume the pre-login handshake acknowledgement. This could be because the pre-login handshake failed or the server was unable to respond back in time. The duration spent while attempting to connect to this server was - [Pre-Login] initialization=14648; handshake=13470;

I can connect to the SQL instance, default instance, via SSMS from my work station using the same credentials, Windows Logon, but not with the Monitoring tool.
Any suggestions as what I may need to look at as to what is blocking the monitoring tool?

    This issue seems to have been resolved by turning on the SQL Server Browser. This service is one that we have been turning off, but is necessary for the Red Gate Monitoring tool.
