Why can't I reach the SQL Monitor URL?

in SQL Monitor
SQL monitor was up and running in the browser fine, then I did a restart of my machine. When the machine came back up, it said page could not be found (using favorites link I had saved.) So I trimmed the URL back to just global dashboard and still its not finding it. I checked sp_whoisactive and saw that the process was still active for SQL Monitor, alas still can not reach it. Any ideas?

    I even killed the session id, and waited a few seconds. Tried the URL again with no luck. Ran who active again and the process is back telling me SQL monitor IS working against my system....
