Windows Server 2016 file not found error at startup.

I'm trying to install DLM Automation on a Windows Server 2016, but keep getting a "System.IO.FileNotFoundException". I have PowerShell 5 and .Net 4.7.1 installed. Below is the log from windows event viewer.
