Waits measure in the Global Dashboards

Hi,
When looking at the global dashboard or the overview page and snapshot metrics, I am a little confused by the Waits measurement.
For example, I may see Waits of 75ms/s in the global dashboard and when I hover over the waits, I see Signal of 2ms/s and Resource of 73ms/s. I get the split of Signal/Resource. It's the s/s or ms/s I am trying to get my head round.
