SQL Compare won't reinstall

I am trying to reinstall SQL Compare 12.3 and it gets stuck on the install screen for a few minutes (Screen attached). Files get created under /.../ProgramFiles (x86)/Common Files/Red Gate/Shared Client. Then after a few minutes, I get a Service RegGate Client failed to start. Verify that you have sufficient privileges to start system. (Second screen attached)

I am admin and also "Run as Admin" to install the product.

I tried uninstalling the previous version, clearing the /Common Files/Red Gate/Shared Client folder and reinstalling, but No luck. Any ideas what could be wrong ?
