SQL Monitor - Unable to connect to Base Monitor

Base Monitor Service and IIS are installed on the same server. Base Monitor service is run by an Admin AD Service account.

Sometimes, (One to three times a day), when we try to connect SQL Monitor web site, we got the following error

Unable to connect to Base Monitor
"Please check the following:

The computer and port number are correct
The Base Monitor computer is turned on and reachable
The Base Monitor service is running

For help, see the Troubleshooting documentation."

After we press the retry "The credentials supplied to the package were not recognized" message appears.

It has been always resolved after any user make an RDP connection to the server. (We do nothing except logging into the server)

We tried the following solution but it didn't helped.
