Why is my build failing with System.IO.EndOfStreamException?

Why is my build failing with System.IO.EndOfStreamException? And what can I do to fix it?
If I embed my DLLs, it builds fine; but if I merge the exact same DLLs, I get the message:
Build Failed
The build process failed during the preparation of the resulting assembly.
System.IO.EndOfStreamException: Unable to read beyond the end of the stream.
There is no further explanation. There is no indication what's causing the problem. And System.IO.EndOfStreamException does not appear anywhere on the Redgate site.
