User rights Necessary for backup

I am getting the following error when opening the backup GUI.
Failed to open local data store: Access to the database file is not allowed. [File name]
the change I made was to have the backup service run under a non-personal Active directory account. when the service runs as my account everything works fine, however when i change the user, I get this error.
does this indicate a permission problem for the User, or something else?

The error is related to user permissions.
