Can not create a new project

Hello, I am trying to create a project in the source control for oracle tool, unfortunately I am unable to create it. I don't know the reason. At the final step in the summary after giving all the details, I am trying to click the create project then it is showing "Request failed with the status code 401". May I know the reason for this ?
