Slow on get latest

Good morning. One of our databases is pretty large, I give you that. Our machines are also encrypted.
I was wondering 2 things.
1. Is the slowness in "get latest" purely due to the large database size (tables, stored procs, etc)?
2. Or is it the encryption, and if so, is it possible to move any cache files to a different location? I know you can set the working path, but that is not the cache.
Version 4.1.15.118, just upgraded yesterday. It has always been slow. My machine is a beast with 24gb ram, 8 processors, etc.
Please help, this is very time consuming. If there's anything i can do to improve this, it would be appreciated.

Both the size/complexity of a DB and encryption can affect the speed of operations. To change the location of where the compare cache files get stored you can perform the steps outlined in the below link:
