Ignore Permissions

The ignore permissions switch isn't behaving as I had envisioned, here's the scenario:

User scripts out schema objects using Schema Compare, but doesn't check the ignore permissions option so a script folder is created called UserObjectPrivileges with a .sql
Using the command-line, sco, I'll run a build with ignore=permissions between script folder and schema
SCO doesn't pick up a difference in object (correctly), however it sees in the folder UserObjectPrivileges and .sql file with a series of grants and shows as a missing object (in script file but not in schema).

As a workaround I can remove sql file in UserObjectPrivileges or instruct user to script out with ignore permissions, but I'd like ignore=permissions to really ignore permissions.
