Packaging Users against my wishes

Hi Patrick,
Have you packaged up any roles in which the user is a member?
That will make packager create the users for that role as well as the role
itself.
If not, it could be a bug, one that we're still trying to find
the cause of.

We haven't come across a situation that reproduces this problem. Does it still happen on version 1.1.0.122?
