Misleading controls

I notice that a lot of controls are being shown for a second before hiding in the background. This happens on both Projects and Environments

Example would be environment, if you refresh the page.. for a second it shows that no environment and even some the buttons that are not used display (upgrade, reorder), now if I had a slower connection, it would appear for more than a few seconds.

Would it be better to hide these controls by default and only show when they are needed, rather than showing them by default and hiding when not needing them.

I'm not sure how to categorize this, not exactly a bug, but not exactly a feature request since its a UI fix.

These kinds of things can be subtly annoying. I'll ask the team if it's an easy fix.
