Migration Scripts are not been picked by SCC

Ello,
I'm just beginning to use the SCC and particularly the migration scripts.
I'm wondering why the migration scripts hasn't been picked by SCC.
Here's my scenario.
I'm adding a field which is a nut nullable then, I added a migration script, edited it to supply a value to the not null field and finally submit the changes together with the migration script.
Now, when I asked my colleague to try to get latest, we're seeing an error saying that cannot insert a null value to a not nullable field then we try to look at the migration script it seems that it doesn't picked the edited one which we supplied a value for the said not nullable field.
Now, we decided to look at the migrations tab to make sure that we submitted/commited the edit migration script and found out that it's there on the list.
What's wrong with our steps? Did we miss something important?
