Can't link to source control

I have a DB under source control, 2 computers are linked to it.
I'm now trying to connect a 3rd DB. Now I am having trouble connecting.
While I am able to browse to the SVN folder, to select the folder names for the RB repository and the migration scripts, when I click "Link", I get a message, "An error has occurred.... unable to connect to a repository at URL... could not connect to server". This is highly disingenuous, since not 10 seconds before it connected to that very server to select the folder.
The main difference between the 3rd computer and the first 2 is the the first 2 are on SQL 2012, while the 3rd one is on SQL 2008 R2.

The only linking error I am aware is due to SVN pre-commit hooks, this knowledge base ARTICLE contains further information to work around around the issue.
