Programmatically adding snippets

I want to add snippets programatically, i.e. write a script to generate the snippets. The format of the snippet files doesn't seem to be documented, but it looks fairly easy to figure out but I have a few questions about it.

What is the purpose of the <declarations> tag?

What kinds of SnippetTypes are there, I only see Expansion?

Exactly where should I put the snippet files I generate?
