error 77 - Could not create licence distribution files.

The command line tool can not create distribution files, even though I am an admin on the box

Could not create licence distribution files. Please run as adminstrator if you wish to create these files.

Has anyone seen this before?

    I'm getting this error (and I didn't even want the license distribution file to start with!)
