Upgrade Health Monitor to 7.0.7.7367 failed

The web page will not display. The services are all showing running, and I have tried restarting them. I cannot bring up the health monitor login page. I get a page cannot be displayed screen. I have upgraded this service many times over the years but this is the first time it has failed. I also uninstalled the two services and reinstalled, still no go.

Please help
