exceeded simultaneous SESSIONS_PER_USER limit

I am able to create and run a data compare in the UI.
However, when I tried to use the command line to execute the compare, because I need to export result to a CSV file, I keep getting the error saying ORA-02391: exceeded simultaneous SESSIONS_PER_USER limit.
According to my profile in the oracle DB, I should have 2 sessions_per_user. I am not connected to the database anywhere else but Redgate Data Compare for Oracle.
I just don't understand why it was working before and now suddenly I am getting this error. And there is no documentation available. Can someone please help?

The error you are experiencing is from the Oracle database. Redgate does not have any documentation in regards to this ORA-02391 Exceeded simultaneous SESSIONS_PER_USER limit.
It is not an error I have previously encountered in regards to the Redgate Oracle Tools.
