Avoid empty commit messages with Azure DevOps

It seems to be possible to commit changes to an Azure DevOps Git Repository without providing a check-in comment / commit message. Is it possible to prevent this in Source Control for Oracle? With the same repository in Git Bash and Tortoise Git this is not possible!
