License Questions for DR scenario

we have three licenses for SQL Backup; we also have 3 servers on Standby (All of this is on AWS); the 3 standby servers are not running. In order to 'fail over' to them, those servers need Red Gate's SQL Backup installed; Do we need to purchase 3 more licenses or does the license cover needed use for a Failover (since both servers aren't in use at the same time).

    Thanks for getting back to me; for the benefit of future Googlers, it appears that we need a license both for active servers and servers that are shut down, but will be used from time to time in a "Disaster Recovery" capacity. Your Redgate Account rep can help you in that.
